From Bangkok to Pattaya by a coach at Bus terminal in Suvarnbhumi Airport or Morchit 2 busstation or Saitai maikwa busstation or Ekkamai busstation to Rungruang tour busstation North Pattaya then go to South Pattaya Pier by taxi and walk into the pier 'A'.You don't need to buy any ticket at The pier's office but must pay at the boat before get in the boat.
