I'd say Curitiba in Brazil. In the perspective of this country, a provincial town with 'just' 1.6 million inhabitants. But exactly that distinguishes this town from megalomaniac settlements like Sao Paulo, Rio and Mexico City on the same continent. So, highly recommended. ...
