i spent a wonderful week in Tbilisi staying in this hostel. it's not the first time i stay in hostel that's why have some experience and can make some comparison. if you prefer all inclusive, european comfort - you should book some hotel, to the reminder i would advice to choose Waltzing Matilda. You can find here the lowest prices for the bed in a dorm, private rooms are available too. There're kitchen with everything necessary, bathroom, 2 toilet rooms, great attic and terrace with the fascinating view of quite a half of the city. The owners keep a fridge full of drinks - lemonade, beer (if you drink beer, you shouldn't miss the local one), also you can purchase different sorts of local wine on the reception.
as for the location - it's perfect to get in touch with the most part of main places of tourist attraction. you can get all information you need from the receptionist, they also provide you with maps and useful advices. Everybody is extremely friendly and helpful!
i really enjoyed the time i spent there.
