yeah, I dont think I would spend money on something I could so easily do myself. Good luck with whatever you decided to do.
1) C - $3.00 or above - depending on the type of luggage tag.
2) A - because I have had numerous tags go missing

I'm gonna charge $50 each so people think that they are an important part of travelling, a must have. Us backpackers love that stuff, it makes us feel intrepid. I own enough duct tape to cover the planet twice over for example.

I ususally just tie a piece of thick blue string to my luggage. It's cheap and it stands out, so it works for me. I'd be up for one of those up-and-coming TP tags, though. It would be a great way to spot fellow TPers!
I'd still keep my blue string, though.
