Wouldn't surprise me in the least, although the extra $5 goes directly into the pockets of the immigration guys, never to be seen again. It made me mad not because I was ripped off for what was in reality just a paltry amount, but because the minute you leave the desk, there's a kid asking for money in some fashion, whether it's outright begging (only happened once on the entire trip) or asking to perform some kind of a service, like carrying your bags. If I'm going to give $5 to anyone, it's a kid willing to work for the extra money, not someone who lives better than the people around them trying to take it from me wrongfully.
Vietnam entry visa is strictly requested to all foreign travelers with valid passport, irrespective of nationality except passport holders from Japan, Korea, Finland, Norway, Denmark, Sweden and ASEAN countries (here the list of visa exemption http://www.bumblebeevietnam.com/info/no%20visa%20entry.htm).

feel so happy that I can go to SE Asia without having to spend on visa for any in&out of the countries.
will do vietnam next year, and cambodia, myanmar. sorting out my holiday plan earlier as the cheap air-ticket will need earlier booking.
anyway, blogging and forum are such nice things and it's here that global village seem quite near..
