My understand is that the minimum age to gamble in Monaco (and thus, Monte Carlo) is 21 years old. If this is true, does anyone know how strictly this is enforced? I know things are a bit different over in Europe with laws like the drinking age. Would a 20 year old college student have a problem playing some low stakes roulette while in Monte Carlo?

Yes, the age is 21. However it is not very well enforced in the toursit places in Monte Carlo, so you should be okay. The only problem miught be if you win a motza and they want your details!
There's a good gambling house at the bottom of the square to the left (when you are facing downhill). Go down some steps and you will find it. The drinks are free whilst you are gambling, and the minimum bet is quite low.
I know these directions are not very detailed, but it's simple to find.
