No need to subscibe a tour but you have to buy flight ticket / bus ticket in a travel agent which can issue the travel permit to enter Tibet.

Hi, I did the overland Tibet trip to Nepal back in September. We flew to Lhasa from Zhongdian (spelling?!) We got tickets from a travel agent in Zhong who sorted out our permits though we never saw them, and were never asked. We organised our overland trip with a tibetan company at a hotel in lhasa (got a big discount by including nam Tso lake in it). On a couple of occasions we gave money to the driver who got our permits, on others we crossed checkpoints in the early hours of the morning when there would be no guards. This seems to be pretty routine. We met other people who were cycling Nepal to Lhasa, without any permits. They got almost as far as lhasa before they were asked to show any docs; when they didn't have any the officials demanded they leave immediately at the place they came in, wherupon they lied and said Lhasa, and were sent merrily on their way "back"! Jammy.
