Bangkok to Singapore (Via KL)

Looking to travel from Thailand to Singapore this summer, we've drawn up a basic itinerary, any advice and recommendations would be welcome:

Bangkok stay for 2/3 days

Train to Singapore (staying for 4/5 days) - stopping via KL for a few days to explore. Is Penang worth a stopover?

Once our stay in Singapore is complete we have the choice of flying back to Bangkok or taking the train, this time via via Khota Bharu to see more of Malaysian countryside?

Then travel to Chang Mai for a few days.

During our stay we would like to relax at a beach resort for 1-2 weeks, we were going to stay at one of the usual places eg ko samui etc, but are there any resorts we could stay at on our journey down to Singapore that will be less crowded but still enjoyable (and cheap accomodation).

In total probably staying for 4 or 5 weeks with a budget of around £1000 - 1500. Any suggestions or amendments to Itinerary and suggestions for hotels in 3-4 star range would also be appreciated!

I would say Penang is worth a night, I really liked Georgetown.

Would it not make more sense to see some of the Malaysian countryside on the way down to Singapore then flying back to Bangkok? I visited both the Cameron Highlands and Taman Negara and they were well worthwile - though if you wanted to take the train you could get the 'Jungle Railway' to near Taman Negara (can't remember where station is).
