I think there are three of them

1 icefield parkway - canada
2 grossclockner alpen higway - austria
3 going to the sun road -usa

Can't compare with those three, as I've never driven any of them, but my top three would be:

1) Pacific Coast Highway, USA (particular the stretch around Big Sur)
2) Great Ocean Road, Australia (particularly around the Twelve Apostles)
3) Desert Road, New Zealand (especially in winter, when the volcanoes are glorious)

Totally agree with Sander, PCH is awesome! Central California is stunning! :)
Route 66 is more nostalgic, but not as scenic...

The PCH at Big Sur is very nice, but the Great Ocean Road is the best I've seen. I've been down it about 6 times now and it still hasn't failed to impress!

I drove through the Canadian Rockies and that was one of the best experiences of my year in Canada!

The Hummingbird Highway in Belize is beautiful. Parts of it remind me of photos I have seen of the South Pacific...the Maya mountains in the background with mist hovering over the palm trees is a sight to behold.

the PanAmerican highway ! Goes through Alaska, the Rockies, the Pacific Coast, down through central and south america, all the way to the bottom of south america.

The road from Glasgow to Inverness is nice especially through Glen Coe and along Loch Ness.
Not a highway but its still a nice drive.
Think its the A82 off the top of my head

In Northern Ireland there is the road from Portrush past the Giants Causeway all the way to Larne - fantastic Cosatal route along the county of Antrim

Highway 2 in Alberta is pretty swank.. lots of.. umm... fields, endless kilometres of fields. Just renamed to "Queen Elizebeth the Second Highway". Great name

Actaully on a serious note I like Rogers Pass in the Rockies.
