I suppose that depends on where you come from and what currency you change from into that country.

But I use the pound, so for me anywhere in Goa would be the cheapest place Ive been (so far). There were 81 rupees to the £1.

Hotel (twin with balcony and own bathroom) 200 rupees a night
Food breakfast (banana & fresh roll) 5 rupees
lunch (fruit salad) 30 rupees
water (bottle) 15 rupees
dinner (masala dosa) 12-25 rupees depending where I ate
(tahli) 50 rupees
(fish with veg & chips) 70 rupees
Bus (Mapsua) 6 rupees
(Panjim) 9 rupees
Taxi to airport 500 rupees
Drink (honey bee brandy) 9 rupees
(7Up) 6 rupees

But obviously this is dependant on where you go, where you stay, what your eating and drinking habits are, how much value you place on things, how you order, where you eat (because some places have a special tourist menu, with tourist prices). Basically there isnt really a way to decide what city is the cheapest, there are soooo many cities out in that big wide world of ours it would be impossible.
