Douglas,
Your English is better than my Japanese.

1. You have several options on getting from HaNoi to HaLong Bay. You could take the regular bus from HaNoi to HaLong City, local transport to HB, then then find an operator to add you to a tour. But, the hassle factor is not worth any savings. Just take a tour organized in HaNoi. They offer 1,2,3 day tours, from appox. $18-1 day, $30-2 day, $40-3 day.

2. You can take a regular bus from HaNoi to Hue. Most go overnight as it takes 13-14 hours and there is less traffic. Fare is cheap, about $4. I see you are going all the way to HCMC. Your best and cheapest option is the 'open tour'. You pay about $20-30 to go from HaNoi to HCMC, stopping at Hue, Hoi An, Nha Trang, DaLat, Mui Ne, HCMC. This is your best option as you can stay as long as want in each city. The train is more expensive and not as flexible. At least 4 companies offer the open tour. Sinh Cafe is the largest and the most expensive. An Phu is the cheapest and many Viets travel this way. All the open tour operators will stop at a selected hotel in each city. Sinh Cafe stops at more expensive hotels, Hahn Cafe, TM Bros. and An Phu stop at more reasonabley priced hotels. I was there a month and never paid more than $8/nite. There are cheap places to stay in all these cities. If you eat where the locals eat, meals will be under a $1. Even in a restaurant, you can eat for $2/meal.

I hope this helps you, Douglas. Send me a PM if you have quesations.
