I've just updated my page of where ATM's are located in Phnom Penh and Siem Reap. There are now 26 ATM's in PP and 7 in SR, and 1 in Sihanoukville at the Caltex Station.
The machines are well maintained so availabilty is quite high.
They disperse USD and apparently Riel if you want.

I was there a week ago and the are at least 3 working ATMs in Sihanoukville.

One is the Canadian Bank on Independent.

I just left Cambodia about 2 weeks ago and i'm in Vietnam now. I can also confirm that there are plenty of ATMs in Phnom Penh, Siem Reap and about 2 in Sihanoukville.
I used the AZN Bank ATMs in all three places without any problems.
I left Cambodia in May06 and there were several both in the city and in Siem Reap. Some were located in the gas stations and in the market areas/ near restaurants. If they didn't work, you could find one near the banks/ other areas easy enough.
Just be careful if you use your debit card vs. CC. I took my CC instead and though I got cash out for free... I hadn't realized how much my Credit card company charged for each transaction. It was absolutely ridiculous! $10 for each transaction!! Thought I was being "safer" with my CC card. I would probably read your debit card agreement too - just in case so you are aware of any charges...
Do the ATM`s dispense smaller $ bills?
I know in Thailand I had to make 4 or 5 small withdrawls at a time to get the smaller notes.
