Well, I guess if Ruanda is a global issue, lots of countries in africa are! The genocide is of course very concerning, but it's 12 years ago.
As far as I know, the situation is quite stabile now and more tourists go to the country to see it's natural wonders. Even the capital is safe to walk around.

Rwanda now is one of the safe countries in easten and central africa. After the genocide things have changed drastically (rwandese)people are working hard to rebuid their nation. One of the few countries that you can probably walk at night without being mugged.

I dont think it has any security issue if you want issues then darfur in south sudan is a problem.

Tourist attractions include Gorillas and Bird watching

Its funny, I just came back from a year in Africa, before I went my parents kept saying don't go to Rwanda. They didn't say anything about Somalia, DRC, Congo, Car, Burundi, Sudan, Ivory Coast, Liberia, Nigeria some of which I went to. Mainly because like most people my parents don't have a clue about Africa.

The situation in most of these countries is worse than Rwanda, dont let that take anything away from what occured in Rwanda, but we should more be looking at the current and future problems not the past.
