how do you get pics among the featured photos?

All the pictures that are uploaded into the TP members' photogalleries are reviewed by Admin and the Photography Forum Moderator who then decide whether to feature the photo or not based on different criteria.

What exactly are the "different criteria"? The reason why I ask is that I was just browsing through the photography gallery of a few countries and I think some non-featured images ought to have been selected, while some featured images ought not to have been selected. Is this just a matter of personal taste or could it be that the criteria are a bit vague (at least to me)?
Shouldn't there perhaps be a maximum set to the number of featured photographs of one particular subject? For instance, there are about five images of Saint Peter's Basilica in both the Vatican gallery and the Italy gallery (error!), and half a dozen "Roof tops of Dubrovnik".
