Why do you need a free transfer from the airport? The MRT (Mass Rapid Transit) trains run right from the airport and a journey will cost you less than S$2, one way. There are also buses that run right from the airport to all around town, and they're slightly cheaper than the trains. You could also take a cab from right outside the airport and it will cost you around S$25 to get to downtown.

Singapore has excellent and easy-to-use public transport system. You'll have no trouble finding your way around in it.

One of the cheapest and best places to stay is the YMCA hotel - http://www.ymca-hotels.com/singapore/ymca/. It's right on Orchard Road, the main shopping district. There's a train station within walking distance of it and a bus stop right in front of it (I think bus no. 170 from the airport goes there directly but check that up, it's been two years since I lived in Singapore). You'll be at a walking distance from any number of clubs and bars, and about 3 train stops away from Boat Quay which has an even bigger number of clubs on the riverside.
