I was never even asked for a licence in Vietnam, just for some dollars... I was only hitring mopeds for half/day, rather than longer term which may make a difference. But legally, I have no idea what the situation was. Lao was nothing, Thailand and China you needed an official looking driving licence, althoughj I have a friend in Thailand who has had bikes for several years and has never had a driving licence in any country, or passed a test.

Paul,
I would take an International DL. Saying that, the places that rent motorbikes(MB) never check or care. Now, the VN Police may care, but I was never stopped. For piece of mind, take the IDL.

I rented in DaLat & Nha Trang, right from my hotel. Almost all hotels & GHs have small MBs around and will rent them for about $5/day + petrol. They hold your passport until you return the MB. Check mirrors, lights, horn, tires, brakes. Take it for a test spin before accepting any MB. You will be responsible for any damage to the MB, so point out any present damage to rental agent.

Paul, if you are not very experienced on MBs, I would think twice about renting. Nothing will ruin your holiday faster than getting into an accident where you or another is hurt. As a foreigner, you will automatically be at fault. The Police and injured parties will work it out in their language and you will be responsible for paying the bills. They have your passport, so not much chance of skipping out. I do not want to discourage you as it is fun bumping around VN on a MB. But there is a downside and you need to be aware of the problems.

I have plenty of photos of VN in my gallery, some of a MB tour of DaLat. Send me a PM if you have questions.

International driving permits and U.S. drivers' licenses are not valid in Vietnam. Foreigners renting vehicles risk prosecution and/or imprisonment for driving without a Vietnamese license endorsed for the appropriate vehicle. Americans who wish to drive in Vietnam should contact any office of the Provincial Public Transportation Service of the Vietnamese Department of Communications and Transport to obtain a Vietnamese driver's license. The U.S. Embassy in Hanoi and Consulate General in Ho Chi Minh City cannot assist U.S. citizens in obtaining Vietnamese driver's permits or notarize U.S. drivers' licenses for use in Vietnam.

Most Vietnamese travel within Vietnam by long-distance bus or train. Both are slow, and safety conditions do not approach U.S. standards. Local buses and taxis are available in some areas, particularly in the larger cities. Safety standards vary widely depending on the individual company operating the service, but are generally much lower than what would be found in the U.S.
