I know daytime beach umbrella use are dirt cheap in most of the beaches in Bali, and they also rent out daytime beach tent for dirt cheap prices, but I don't know any beach hut to stay at for dirt cheap prices... and where? because they won't be in the famous Kuta beach or Dreamland, because I've never seen them... Your best bet to find dirt cheap accomodation is in Poppies Lane area in Kuta, or Ubud also got lots of cheap accomodation but is kinda far from Kuta... I've tried A.P. Inn in Poppies Lane, they're pretty cheap for me, only US$15 a nite, inside bath, air conditioner, swimming pool, breakfast included, and a walk away from Kuta beach also Legian strip for the nightlife...

We were in Bali for 4 weeks in April. Not sure about beach huts either. The best place we found in Kuta was Kedins Inn on Poppies Lane 1. Rp80,000 a night for a double room including breakfast. All the rooms were seperate little bungalows and had a ceiling fan. There was also a pool there and it was only about 200 metres from kuta beach. But if I were you I wouldn't stay in Kuta too long as there are much nicer places!

We went to Dreamland and there was accommodation right on the beach for about Rp60,000 but it was pretty horrible so we didnt stay. Our favourite place was Nusa Lembonggan (get the ferry from Sanur). A tiny island between Bali and Lombok. We stayed at Ketut's Losmen right behind the beach and managed to haggle him down to Rp70,000 a night.

Hope that helps.
