All the information about visa requirements for Romania can be read here:
Ministry of Foreign Affairs website

Regarding hostels in Bucharest, unfortunately I can't help you, since I haven't stayed in any there.

I notice from your profile that you're Australian. I travelled to Romania by train from Greece, via Bulgaria last year - with me was my fiancee (now wife) who is Australian.

Before we left the UK she applied for a Romanian tourist visa, as advised. When we were in the border area between Bulgaria & Romania, the first officials going through the train (Bulgarians) asked her to open her passport to the visa page, before the train even got to the place where the Romanian officials get on.

So I'm not sure how possible it might be to get the visa at the border.

hy again...well i don't know how much money are you willing to spend....in bucharest there are many hotels and also one room apartements to rent starting from 25 euro/night (hotels are more expencieve)...the hotels you can find then on the internet no problem...if you decide for an apartment maybe i can get you some phone nr. so you can talk to them......
If in your way you will pass Ploiesti i can put in contact with some very nice people (from england)who can offer you very nice acomodation.
Well, hope you will have a very nice stay in Romania.
