Well, Santiago is anything but COLD.
The four seasons are pretty different from one another. Cold winters, hot summers, windy falls and romantic springs. This summer, for instance has been hot...very hot.
Don't expect snow in the city, as that seldom happens, perhaps once every five years.
It rains quite a bit, but nothing extreme, you won't come across any storms or hurricanes. Nothing of the sort.
Only water pouring down throughout the winter. Although I must warn you, the roads aren't really planned to deal with this, so it's embarrasingly ordinary to find flooded streets everywhere.
As for skiing, the snow season lasts for 3 months, beginning in July. All the ski centers in the previous post are next to one another, and you can reach the compound in a 40 minute drive up hill. There is 1 other center that doesn't belong to the aforementioned group, but it is still quite near (2 hours).
These ski centers are quite nice, but if you get the chance , be sure to go south for a tiny vacation and experience superb snow at Termas de Chillán ( 6 hours South) Villarrica (12-15 hours South) and (this is the best, by far , if you enjoy snowoarding and skiing off limits on fresh snow) Antillanca (17 hours South). The last one is a small resort, with extraordinary snow. You can't miss it.
Hope this helps. Enjoy.

Forgot to tell you, Pucón would be Villarrica.
Portillo is the ski lodge located away from the others. Nice, also.
