If you are looking for cheap, I would recomend staying away from Baga and Calangute. I only spent the day there and so wasn't looking for accomidation, but restaurants were easily twice the price of anywhere else in Goa. It also feels more like Ibiza than Goa and I'm not sure why anyone would go all the way to India to go to Baga when there are so many better beaches around.
The place to go for cheap digs is Arambol. Things are basic but cheap and it would be a whole lot more pleasant to spend a bit of time in. I stayed at Cock's townhuts for couple hundred rupees. Things were basic, but nice and clean.

Hi,

We stayed in Arambol, easily the nicest beach in northern Goa. There are lots of places along the beach front and we stayed in Residensea (something like that) which had basic huts at the back of the beach that surrounded a bar / restaurant that did great food. Think it was 250 rupees per night but cheaper if you stay for a while and negotiate.

To get even cheaper there are places back from the beach front in the houses that re dirt cheap. Just keep your eye's open.

Arambol is easily the most chilled, relaxing and beautiful part of Goa. (in my opinion anyway.)
