i have 9 days in burma what places do you think i should it easy to travel by public transport.

Public transport is slow, but a nighttrain from Yangon to Mandalay is a good option. About 5 days in Mandalay and Bagan is recommended and a couple of days in Yangon. And a couple of days travelling in between. I think this will give you enough time in that places, otherwise it's rushing.
If you want to fly, skip Myanmar airways, and go for Yangon, Mandalay airways etc.

I second the night train from Rangoon to Mandalay. From there take a slow ferry (can sleep overnight) to Pagan, and on as far as you can w/o going into restricted western territories. Burma is pretty primitive but remember it's still the opium capital (after Afghanistan) and a dictatorship. Ii'vef never seen anyone get into any trouble in three weeks there, though.

If you only have 9 days, I'd suggest skipping Mandalay. To see that city (which includes 3-4 interesting nearby cities) properly you need at least 3 full days. Many tourists rush through Mandalay and only see the dirty/noisy/chaotic side of the city.
For a short trip like you are planning I'd give priority to Yangon, Bagan, and Inle Lake. Two days to start with in Yangon, then 3 days in Bagan, 3 days in Inle Lake/Nyaughshwe, and back for a final night in Yangon (only because that's where you are going to need to fly in and out of the country). In the Bagan area you can also break up the endless blur of pagodas by going to see nearby Mount Popa.
