I am thinking of bringing a VOIP phone to Costa Rica, but am worried about whether broadband is common there yet, or if dial-up is still king. Anyone know? How about the surrounding countries?

Outside San José and the Metro area, much of your service is still dial up. CR still has a state run monoploy (ICE) on Telecommunications. My advice download, download skype PC to PC free and an Int'l Card calls to USa and Europe very cheap. Your VOIP phone will work well outside SJ area, but you bill will be enormous, in other Central American countries there is a free market/competition. Yo may download skype free on your PC, the calling card PC to Phone + Webcam if you have one is very economical, go to their site.

In neighboring Nicaragua the cibercafes (Cyber Cafes) offer booths with net to phone service via satellite to USA and Canada about 3-4 cents US equiv. a minute with excellent connections, dial yourself 1 + area code + local number. Local calls within Nicaragua, esp. to local celluar phones are more expensive than to US or Canada!!!! El Salvador prepaid Claro (Telecom) public phone cards allow one to call US or Canada 24/7 for 10 cents US a minute, local calls 9 cents a minute! Many cibercafes in all Central American cities and travel destinations offer low cost Int'l calls as well
