The have since years rats on some Islands at Galapagos.
the turtle eggs get collectet and "breeded"at the Darvin Station,the hatchlings where kept there till the are big enough that they wont be eaten by the rats.
so this is not really News.
I think that big cruise ships are not aloud to anker close to the Islands,so the rats would have to swimm a long distance.
Maybe the whole thing is more business related.

flights to Galapagos with the local airline
Entrance fee to the Islands $100 to pay cash
many boats and the crew members
the local tourguides
Restaurant and shopowners

many people would loose money,even when the cruise ships would pay
a lot for the permit to visit the Islands.
this are my 2 cents
