FECs - foreign exchange certificates. in the not so distant past it was mandatory to exchange at least 300 USD ( i think?) into FEC upon arrival in Myanmar. 1 FEC fluctuates around 1 USD. This enabled them to control currency flows into and out of the country...

And some good news for soft power and diplomacy - N.Korea has agreed to shut down one of its plants for energy aid.

As for the visa everyone needs one to enter the country, and i think u should be able to get one in India, although im not too sure...

i know this appears to be an old post but i have been to burma in the last couple of months and it is increasingly geared up for tourism. cash machines are pretty much everywhere. the people are lovely. there is no feeling of fear about now amongst the people. the rail network does not appear to have been updated since independence and we flew from yangon to mandala and from lake inle back to the capital. the road to the golden rock is pretty good too. english is pretty widely spoken. for a westerner it is pretty cheap.
One downside is the air quality, most of my fellow travellers suffered throat problems. took me 5 weeks to stop coughing. had the same thing in delhi 2 years ago too!
the country is not perfect and it could go either way so go now and help their local and non general economy.

I was just in Yangon last week, and I miss it already. Burma is great because it's just coming out of it's shell, and tourists are treated so well there. Every person I asked for help was wonderful, smiling and they understood my English. While I also love Luang Prabang, I'd have to give Burma the edge right now. You should go now while it's still truly wonderful.

In my time in Myanmar the air quality was not too bad .. very dusty when it was dry but nothing like Delhi. Laos air was far worse .. many, many fires burning . . whole hillsides going up in smoke & of course that depends on the time of year. A surgical face mask would be an idea.

I have spent a few months in Myanmar & only a few weeks in Laos so I need to go back to Laos but Myanmar is my preference.

My TP blogo of one of my Myanmar trips might whet someones appetite. http://ahasbeen.travellerspoint.com/toc/
