Inside Europe the air flights are cheap to go from one city to another. Wait until you are there to buy the tickets. I can not imagine a ferry being cheaper than the budget airline such as Easyjet.

Ferry to Croatia from Italy is a good idea and there are loads of options - I've been looking into the possibility of doing this myself - check out this website for details.

For Italy/France/Spain, I'm not sure exactly what the options are, there definitely are routes, but as KristenS says budget airlines will almost certainly be cheaper. Check out options and prices at http://www.skyscanner.net/. Don't wait though, if you go for this option - buy e-tickets online as soon as you know what days you want to travel as the prices only increase towards the date of travel.

There are several ferries from Italy to Spain.
But I think you better should take the Ryanair flight from
Roma to Valencia. That's really cheap. But do read their luggage instructions! Last year my ticket costed me about 20 euro's but the overweight costed me 40.......
