can get a cambodian visa upon arival in Phnom Penh International airport or do you have to get it ahead of time?

Yes you can get a Cambodian visa on arrival, either by land/ river or by air.

Yes, you can get it upon arrival. You need a photo, and the tourist visa costs USD20. Check this page for more info.

it appears that you cannot get a cambodean visa on arrival from Laos.

can anyone verify this?

I can verify that you CAN get a visa coming from Laos to Cambodia.

I flew from Vientiane to Siem Reap (about 6 weeks ago) and was able to get a visa on arrival without any challenges.

I've just called my travel agent in Siem Reap and she says that it should be the same at PP airport also.

P.S. You can get either a tourist visa 20USD or a business visa 25USD on arrival.

P.P.S. Don't forget your passport photograph. If you don't have one, the airport officials can charge you for a photograph to be taken and, boy, did I hear of some extortionate prices being handed over for these!
