Ramadan won't be that bad to travel in, I would suggest last three or four days of Ramada, when people are preparing the festivities of Eid- Al Fitr(like Christmas) In the last days, moods are generally very happy and festive. Food won't be much of problem either, as there would be many restaurants catering to travellers ( even for Muslims, fasting is optional if they are travelling long distance).

Of people being a bit cranky, you may be somewhat right. But if you keep to yourself and don't nag anyone too much, nobody will bother you. And a big + for you will be.. no staring... Ramadan is all about self restraint.
