To add about budget accomodation in Ukraine: in general it's indeed hard to find, but in Odessa I found a good but old hotel (including very large rooms in fifties style, with black and white tv) for around 1-15 dollar each, which was good value actually. So it's probably possible almost everywhere to find something in this price range.

i was in ukraine in 2001 and at that time babushkas at railway stations were active and plentiful (in lviv and odesa). in yalta a taxi driver got us an apartment for 15 dollars per night.

Would like to add about Ukraine as well...
There are "babushkas" at the railway stations still offering cheap apartments, but you never know what kind of a place you'll end up in.
Hotels are really expensive in Ukraine. It's still possible to find a nice private apartment for a reasonable price, but it's better to contact a local person and ask him/her to find it for you.
There is a nice western style hostel just opened in Lviv, and about a year ago one was opened in Odessa. Sure, more to come....
