Photoshop has all the tools and then some. You can actually get it cheaper than buying the newest version. You can buy an older version (on ebay etc) and then buy the upgrade. Should save you a couple hundred dollars or more.

I use Corel Paint Shop Pro Photo X2. It has the features of Photo Shop including layers at a cost of approx. $80. You can download a free trial and give it a try.

I got a copy of PhotoStudio5 which seems ok to use with the purchase of my Canon G5...

I've used a lot of photo editing tools.

I agree with Sander about GIMP. I really tried hard with this one as I am a fan of open source, but really it bugged the heck out of me at the end of the day.

For high end work PS handsdown.

But for day to day stuff ( renaming, sizing, color attributes) I use Faststone, free, fast and saved me a lot of time.

For what it's worth, with the recent Gimp 2.6 they've finally abandoned their atrocious ideas about UI design and gone more in the direction of being like Photoshop not just in capabilities, but also in usability. I'm not using it myself yet, but I suspect that when 2.8 rolls around, I will give it a serious look again.

I have tried several programs,also Gimp (I have posted it before)

for beginners I still recommend Picasa 2 ,free and has everything you need.

easy to work with,sending your photos, making a cd,collage........
photo shop is a waste of money if you are not a pro.
it makes no sence to take photos with a cheap camera and then spend more money
for an expensiv photoshop software you dont know how to use.
Fotofiltre is not bad if you will try,I use it from time to time.
Please,dont think that all this programs will turn a bad photo in something spectaculare.
