would i be able to go through an agency without one? if not is it easy to get a farming/labouring job without one?

If you want to come back to Australia anytime soon I wouldn't risk working without a working visa.

You could probably find some sort of work without a WHV, but if you were caught which does happen, you'll get deported and banned from re entering Australia for a minimum of 3 years I think it is. If you got caught seeing you'd have a bad black mark next to your name, they'd probably not let you back in at all or maybe until you were quite old when they knew you weren't likely to reoffend. I doubt you'd be able to go through an agency without the WHV, but you could probably do some door knocking although I wouldn't hope for too much money if you can't legally work.

Yah, the gov has really tried to stop cash work, they love getting that tax money. Not sure if you need a visa to volunteer for an organic farm (wooof) in exchange for food and acomm. Maybe a hostel would let you do the same, met a lot of people working in hostels, but donĀ“t know if they had a visa or not.

Your post doesn't say where you're from. But if you have a NZ passport you don't need a visa to work in Au.

theres advertisments all over Australia warning Employers not to employ tourists who havnt got a working visa, and that they could face a fine and even jail, its like a really big thing over there.

And not for just the employer but for ureself as well so be careful!
