Arrange Spanish course in advance?

I’m planning to study Spanish in Quito... Is it better to arrange a course in advance or when I come over there? And, can anyone recommend a good school?

Not advisable; rates tend to be slightly lower when you negotiate with them in person. Also, the majority of schools is not present on the internet, so it's impossible to make a decent market-wide comparison.

There used to be a good school in one of lower Quito's main streets (the one with the enormous bank building, cannot think of the name), and it wasn't too expensive either. But that's 4 years ago, and a lot of good new ones may have sprung up as well.
