here's a site that might help you:
http://www.whichbudget.com/en/

the two largest (i think) budget airlines in europe are ryanair and easyjet, and they both have flights from holland. they did when i lived there anyway, but i don't know about their destinations in germany. because they favour smaller (thus cheaper) airports they won't necessarily fly out of schiphol airport in amsterdam though, i think ryanair flies from eindhoven. but it's a tiny country with trains going everywhere, so that's not a problem.

if you're not in a hurry, another cheap way to go is with the buscompany eurolines.

the eurolines website has route maps and schedules.

i guess this is the schedule you need:

keep in mind that cologne is called köln in german and keulen in dutch..

You also have the ICE speedtrain from Amsterdam to Cologne. Sometimes they have very attractive rates. The price above the normal train lies about 6 euros higher on a one way ticket. They are very comfortable to travel in and from my head I thought it only took 3 hours.
