As far asimporting a car into chile permanently does any one know the rules and regulations on that?

It depends whether you're a chilean resident or not, and whether you're importing a car for personal use or commercial purposes.

If I remember correctly, the procedure is tricky. Best ask Chilean customs; governmental organisations in general are very responsive, esp. when approached in Spanish. They want you to direct your question to the information centre (OIRS) of the region where you enter Chile.

Importing a used car in Chile is generally prohibited according to the US Dept. of Commerce:

"No, the importation of used passenger and cargo transport vehicles is prohibited. Limited exceptions do occur in the two free zones in Chile, Iquique in the far north and Punta Arenas in the far south. Used cars can be sold in these zones, but said vehicles cannot subsequently be sold outside the zones."
