Because a stay in a hospital is extremely expensive (racking up tens of thousands of dollars very swiftly), and your regular insurance won't cover it. You get travel insurance in the strong hope never to use it, but in the knowledge that if you break something, or worse, come down with an exotic disease, it won't leave you in debt for the next decade.
All the other things travel insurance does (flight home if a family member dies, paying for search & rescue costs, minor doctor visits, covering your luggage, etc) is icing on the cake, making the travel insurance costs a bit more palatable to our brains which aren't trained to judge the odds correctly where hospital-visiting events are concerned.

The Australian Government has estimated that the average cost of a medical repatriation from USA is about AU$300,000, and not much less from other parts of the world. If you are young and healthy, six months insurance will cost you AU$3-400. You cannot afford to travel without it!
