It means exactly what it says. Certain tickets are valid for 12 months from the date of departure and others are valid for 12 months from the date they are issued. So if you are buying one that is valid for 12 months from the date of issue well that is going to mean you'll need to wait until very close until the time of departure to purchase if you don't plan on using it for nearly 12 months.

As far as airtreks goes, they are a very reputable company. I used them in the researching of my current rtw trip (I didn't end up using them, but only because I found an Air New Zealand fare that beat theirs by about $20) The people that work there know their stuff and have been to a lot of these places, and are perfectly willing to just spend an hour on the phone brainstorming ideas. Good marks.
