I am sure you've heard of Koh Tao in Thailand and Perhentians in Malaysia. In Philippines, there is Puerto Galera and Moalboal.
Puerto Galera(PG) is close to Manila and Moalboal is close to Cebu.
You can get US$15-$20 per dive in PG and US$10-15 per dive in Moalboal.
