Let's turn it around then. An insurance company decides that black people have fewer accidents than any other race. Can they start a "Black People only" car insurance company?

If they want to create a mini Israel they can.
Groups isolating themselves to avoid discrimination creates another set of problems. People are being educated about discrimination these days so it is important that groups dont isolate themselves so we can work on incorporating their different needs into our society.
As we have not achieved our goal of 0% discrimination in society some groups need a leg up via positive discrimination so they are not burried by the more dominant groups. Thus things like hiring quotas for companies and other encouragements that will hopefully cause the full potential of discriminated against groups to be realised and thus negative discrimination against them being decreased. I think the cheaper insurance for ladies can be viewed as another method of positive discrimination. It highlights the misconceptions about lady drivers and shows that in fact their driving skills are at least equal to those of men. Of course this positive discrimination should only be temporary. It is only necessary until it is commonly accepted in society that people can be different but equal.

Ah, but Positive Discrimination is unlawful in the UK (and many other countries) yet we are still subjected to
