I bought 2 one way tickets from Ho Chi Minh City to Bangkok with Thai airways in a travel agency in Ho Chi Min City. I never used them and when I went back there to get a refund they said they couldn't give me one right away. They took my credit card details and said they would deposit money into my account. They never did and I don't think they ever intended to do so. I wrote some emails to Thai airways but they refused to help me. They didn't even reply to my emails.
Anyone know if there's anything I could do? Pointers would be very appreciated. Thank you.

I've never heard of refunds being given for unused plane tickets. How far in advance of the flights did you go back to the travel agency? Do you have any written documentation?
Your travel insurance might include 'cancellation insurance' ('annulment insurance'?? I'm not completely certain what it's called in English), but generally speaking that's only for if circumstances beyond your control make you unable to take a trip, and then you have to let them know within a very short period of time.

I went back just 1 hour before departure. I did get one email from Thai airways where they confirmed that on the 26th of October they refunded the money to the travel agency (or their "middle-man" company).

It is normal for a refund of a ticket to take a bit of time (1 week - 3 months) as the agency has to apply for the refund through BSP, which is administed by IATA (International Air Transport Association).

Ah! That's kinda essential information here. So it's been seven week and a few days; I wouldn't quite start shouting "scammed" just yet. (Especially given chemgal's reaction...)
Do you have contact details of the travel agency? (I assume you're currently not in the vicinity of Ho Chi Min City yourself?) If you do, are they just not reacting, or what's their story...? And if you don't, try finding some - the internet should be quite useful for that. Maybe one of the people here at travellerspoint happens to be in the city at the moment, and could walk in (assuming you can describe the location) to ask them for a phone number or email address or something? Or they could have a website, or there might be a yellow pages equivalent website for Vietnam, or ...

even if the aireline refunded the travel agent means NOT that you will get back what you paid for the tickets.
sure the will take a provision for there work,if not you are lucky.

They have been giving me the run arounds the whole time. First they said that they've tried to deposit money into my credit card account but that the bank refused it (BS). Then I gave them another credit card number (a Thai one) but they never said if that worked or not. I recently wrote them an email and here's their response:

"Thank you for your email. I am very sorry for this inconvernience. The office in HCM, they have got your money already, but you know that in Vietnam, we can not send or transfer money to oversea if there are no reasons: hopital, shool, contact business...
So, I said to them that they will keep your money whenever you come back to Vietnam, we we return your money."

what?,cant believ that,I think they should be able to transfer money back.
Banks never refuese to take money only to give away(as I know)
give them your normal bank acount nr.and see what they will find for another excuse to not refound you.
or ask them to send the money via money gram,there is an other company,who is sending money fast where ever you are,or they could make a bank check and send it to you.I think this travelagent just tries to foul you,dont give up!

Here's another email:

"Thank you for your email again. I do not tell lie you, in Vietnam now, we (Vietnameses) can not send money to oversea if without conditions such as: hopital (treatment), shool (education), business (with contract cooperation).
We can not send by Western Union (but we can receive money from oversea by WU). If you do not belive, you can check it.
We are very sorry!!!"

It is a "communist" dictatorship so maybe he is telling the truth.
