Can't recommend any places right off the top of my head--but I should point out that some of the smaller places have "open mike nights" (open microphone nights) where anyone who wants to give it a shot can play a couple of songs. Usually you have to sign up earlier in the evening to be one of those to play later on.

Probably the best thing is to call some of the better known places and ask the people that work there where you can go for an "open mike night". I would call the "Great American Music Hall" in San Francisco or "The Catalyst" in Santa Cruz, California or "The Troubadour" in West Hollywood (near Los Angeles). In the Seattle area, call the people at the Purple Cafe in Kirkland. They seem to know everything that's going on in the area.

travel down to west los angeles and try to get a gig at The Mint on Pico Blvd. There's also this place called Tangier in Los Feliz. My friend played there and the crowd is really great.

[ Edit: Sorry, no promos please... ]

If you go to Venice, CA, there is an open mic every Thursday night at O'Briens, on Main Street. People you meet there would be able to direct you to other places where you can play as well. There is a popular hostel in Venice that is located just a block from the beach. It's an excellent place to meet people. Just take your instrument down to the boardwalk, night or day, and you'll find people to play with! There is a big drum circle on Sunday afternoons.

You might want to try an online search for "open mic night" in the towns you want to visit. Besides giving you a chance to play, these are places where you are likely to meet friendly musicians. I searched in San Luis Obispo and found Mongo's on Thursday nights and Linnea's Cafe on Sundays. Some of these places will be bars and others will be coffee houses.
