I'm wondering how I can upload a photo that I can add or display in the travel guide that I'm currently writing..

look here. You basically upload photos in the usual way, and then link to them using wiki linking syntax.

it says there that the photo's tag needs to be written there and the system will randomly display all 'featured' photos... do we upload the photos in a different section? or the photos I load under My Photos may be browsed to be displayed?

Because I tried loading some of my pictures to My Photos and tagged them properly but when I tried to display them on the travel guide I'm writing, it does not display any photo... And I'm wondering if I should load my pictures to a different directory instead...

None of your photos have currently been featured (this is an action taken by photo moderators for the very highest quality photos), so the only way to make them show up in the guide is to link directly to their ID.

Is it possible for me to request any mod to feature a specific photo on a specific location... assuming the photo follows the guidelines for featuring a photo?

No, moderators don't simply feature a photo because of a request. The criteria given in this article are just some of the guidelines used. It is not complete though, as there is no way to provide a full list of criteria for a judgement that can be very subjective. But worry not, the photography moderators and admins in charge of featuring photos are experienced enough to tell which ones are worthy to be featured.

I was just hoping to have some pictures available for the travel guides in the Philippines section that I'm writing...

As the Guide section which bentivogli linked to says, you can still use the photos in the guide articles which you're writing using the photo id number (which you can see in the URL of each photo. For example, the vegetable terraces photo - http://www.travellerspoint.com/photos/stream/photoID/209180/users/pau_p1/ - has photo id 209180, so you'd link to it in the guide using:

[photo|209180]
