Does any one know what is the most cheap way to travel around Benelux & Paris?
Bus/or coach or
Rail pass or
Which one is cheap? (benelux for 2 or 3 days, paris for 3 days)

In Paris, just use the Metro. There's one on just about every street corner.
There are also plenty of trains between Paris and Luxembourg. The TGV takes no time--about 2 hours or so.
Where in Benelux are you going to be staying? Bus service is pretty good in Luxembourg City. I honestly wouldn't bother with a car--public transportation should do you fine.
For the Netherlands use the train. and the other local public transport.

In the summer you have the 'Zomertoer' this is a ticket that is valid for 2 days in a period of 7 days.
also you can pay a small amount extra and you can also travel on the bus/metro/tram etc with it.

like tway said, don't bother renting a car. this wil be more costly.
Thanks of the suggestion from Tway and Dutch-Dimi. I still can't find what is the cheap way to travel between the city of Amsterdam, Brussels and Luxburg? and from one of above cities travel to Paris except go by TGV, cause it will cost me a lot, I think. Thank you again.
