The internationally most recognized diving certificate is PADI which you can get in many diving schools all over Asia. You start off with the Open Water Diver course which usually takes a couple of days and instructors will teach you the basics of how to scuba dive.
I have dived in Thailand and know of many people who got their certificate on Ko Tao, because it is a great dive spot and fairly cheap to do it there. My personal favourite though was a live-aboard (you stay on a boat for however long you want and go diving several times every day) at Similian Islands, but you need to be more advanced for that.
Also, I have been recommended diving at Perhentian Islands in Malaysia, so that might be another option for you to consider. Maybe have a look at padidiveguides, I found the site very helpful to decide on where to go diving in South East Asia.

hello, i learnt in koh tao in thailand which is the best place to learn and the cheapest. also the similian islands is a great place to learn and soem of the best diving in the world is there. You need your open water before you do anything but i would highly recomend you do advanced as well as the 18m limit on open water is a big restriction when you want to dive anywhere else. some of the best diving is at 25 meters plus.

You might wanna have a look at the Philippines as well :) We have excellent diving here, too! You can get your certification in Anilao, Puerto Galera, or Bohol and then travel to the other diving hotspots in the country :)

My dive instructor is awesome. Lemme know if you wanna get in touch with him!
