Just a couple of questions about stopovers at Singapore Airport.
1). We are there for twelve hours waiting for a connecting flight through to Vietnam - I read or heard something once about being able to go out into Singapore for the day without having to organise visas or anything. I'm struggling to find anything about this on the Internet - is it just something we can organise when we get to the airport?
2). Also our flight from Australia to Singapore is with Jetstar, and then we switch to Tiger Airways to fly into Vietnam. I am gussing seeing as they are two different (low-cost!) airlines they won't transfer our bags, so is there lockers or anything at the airport where we can leave them?

I'm 99% sure that as Australian citizens you do not need a visa for Singapore, so it's fine for you to go into the city for a few hours. I believe there are city tours which you can organise from the Airport which are designed for people who have limited time between flights. Otherwise you could just get the underground train into the city (MRT) and do your own thing in the city or pick up a half day tour when you get there through one of the tourist offices.
Your bags won't be transferred if you are on those airlines - Singapore Changi Airport is commonly thought of as the best in the world so there will definitely be somewhere for you to store your bags.
and if you do end up with time to kill you are in a good airport to do it it in!
As an Australian citizen, you DEFINITELY do not need a visa in Singapore. Depending on whether or not you're on a tight budget, you may find the organized tours a little overpriced, so you may want to DIY. Singapore is easy to navigate and most, if not all, Singaporeans speak English, so that shouldn't be too difficult either.
There is a "baggage dump" somewhere in the airport, but I'm not too sure of its exact location.
yeah Singapore is a very easy place to visit.. very tourist friendly.... grab free copies of a Singapore tourist map which can be found within the airport and that should help you to breeze through the basic sights you might want to see... the MRT system is connected to the Changi Airport to add to your convenience so just walk to the Changi MRT station within the airport and from there it will connect you to the city center... you can alight at City Hall station to connect to Suntec City/Esplanade or Raffles Place station to connect the Merlion Park, Parliament Building and the Financial district.. I guess it would take you about 30mins to get there...
Singapore Airport is a big airport so alot some time for walking from the MRT station to your boarding gate... we've almost miss a flight because of getting out of the airport and we had to run to get to our gate...
I've looked up the changi airport website and found the Left Luggage page...
