Hi my son will be in Koh Samui for NYE and has heard that all hotels require you to eat evening meal in hotel (compulsory). Has anyone else heard about this?

It is unfortunate that Thai hotels have latched onto this word....although off-hand I cant think of an alternative....

what they mean of course is that the price of the evening meal/entertainment will be charged to ALL people staying at the hotel on that night, regardless of whether they attend or not.

How's about "obligatory supplement"?

The problem is they don't make it clear in English that they are referring to the fee and not the feed!
...a grammatical error!
