Need info on visa for Bangladesh.

Looking for information about a tourist visa for Bangladesh. I am in ireland and plan on staying in the Chittagong city area. From what I can tell it cost about 70 euro and takes about a week to process, is this right?
Do I have to book flights before I can get a visa?
Do I have to book a hotel before I get a visa?

I've tried to ring the embassy in London but I keep getting an engaged tone.

All you need are three passport-size photos and your passport. Fees vary depending on your nationality and the number of entries required.

According to the Bangladesh High Commission in London, letter or invitation is not required for tourist visa and there's no mention about proof of accommodation booking either.

I got that info from the website. One of these companies that does the visa work for you quoted me 70 euro for an Irish citizen. I emailed the embassy yesterday but I probable won't get a reply till Monday.
