I can't really help you with Indonesia but I would guess that if all you plan to see is Bali then one week would make a nice little vacation.
4 days in Singapore is probably not necessary. It's a nice city and all, but a well planned 2 days is enough for most people to see the sights.
2 weeks in Malaysia is good.
What's the point in going to Cambodia for two days? Flying into Phnom Pehn wouldn't be worth your while for only two days. Flying into Siam Reap would be the only way to do it, but even then, you would have to plan it right so that you get at least one full day to see Angkor. If you can't get a full day at Angkor, then don't bother even going to Cambodia for that short of a time.
What you could do is take 2 days off of Singapore and add them to Cambodia, still flying into Siam Reap, and spending a relaxing 2-3 days at Angkor.
I can't help you with budget unless we know what kind of traveler you are and what sorts of things you like to do.
Things to see - In Malaysia I really like Penang, The Cameron Highlands and The Perhentian Islands. Melaka was worth a stop too.

Indonesia is a big waste of time mate!! I planned to spend 1-2 weeks in Indonesia last year but I ended up leaving after 4 days/2 days in bali and 2 days in jak. I could not stand bali/ kuta/ seminyak horrible place, you get hassled every way you go, food is shite.. I thought I would give Jakarta a shot and again I was very disappointed. The city is over polluted, no infrastructure, black smog hanging over the city at all times, traffic is terrible. It took me 2 hours to travel 5km! and the worst part is the people, very ignorant/ arrogant! They don’t know anything about customer service, again I could go on for ever but I wont I am sure there are good parts/ things about Indonesia. Unfortunately I did not see it

Okay 4 days in Singapore is too much. I would spend no more than 2-3 days. The city is great for shopping. If you fancy a change of scenery cross the water into sentosa island! A bit Artificial but fun!

You’re itinerary is all over the place!! Why 2 days Cambodia and 2 weeks Malaysia. I would suggest spending more days in Cambodia and then cross over to Thailand for a week then travel down to Malaysia

Thailand – couple of days in Bangkok – sightseeing..etc then maybe head over north to chaing mai for amazing scenery, elephant ride, temples, culture or fly over to the south for heavenly beaches and great weather. If you prefer more culture I would go to the west..

Malaysia I would start in langkawi for a day or 2 then Penang for some history/ culture then maybe cross over to Cameron highlands!! Very green with loads of tea plantations.. very peaceful! Then head over to KL

All the best
