I don't think you'll be able to leave the airport in this time, as you are in transit and not clearing Immigration.

Anyway KLIA is around 1 and a half hours away from KL proper and there is nothing around the airport area to see! so I think you will have to be resigned to staying in the airport.

You can leave the airside area on a transit (subject to immigration rules) but four hours might be a bit short of a time to go to the city and return to the KL International Airport to catch your connecting flight. It's safer if it's longer than that.

It takes about 30 minutes to go through the entry formalities (immigration and customs). The fastest way to Kuala Lumpur city centre is by the KLIA Express train (MYR35 one way) which takes 28 minutes only. From KL Sentral station where the train terminates, there's metro train (LRT) that takes you right to the doorstep of the famous Petronas Twin Towers. This can take from 10 to 15 minutes. To put it on the safe side, one way to the towers takes about 1.5 hours. This is can be quite risky unless your connecting flight is delayed/rescheduled. Check with your airline when you land to see if it's okay for you to do that and whether there's any delay on your connecting flight.
