To be honest, the answer depends from what your preferences on travel (or relaxation) are.
The 3 countries which you mention all have interesting and varied attractions. Mexico is very large, Costa Rica a good size smaller, and Belize tiny. You should start with getting basic onformation on each country through Wikipedia. Look at size, history, demographics and industries. That'll get you going.

Note that Mexico is in North America

It also has the best food by far and the most attractions for visitors-so much so that two months isn't enough to see it all.

Costa Rica has a thriving tourist industry which regretfully has driven up prices, thievery is rife and the food is by and large awful.

Haven't been to Belice.

When people ask this kind of question they really really reeeeaaaaallllly Really need to tell us what they are into. I don´t know you from Adam. Maybe you hate ruins, are afraid of water and can´t stand spicy food. How do I know?

Okay, that being said.

I side with Sam. Mexico has a little of everything and is set up for tourists. Depending on where you go, you can find it all.

Belize is an English speaking country and has a temperment very similar the the Rastafari of Jamaica. But it´s a dilapidated mess and there is not city in the whole country that you want to visit. Belize City looks like it went through a pretty good Godzilla stomping, San Ignacio looks like people haven´t swept up in years and Belmopan is SO dull that the President doesn´t like to go there. Dangriga is okay. This leaves you with two or three options, all three beach towns. San Pedro, Caye Caulker, or Placencia. San Pedro is very easy to get to. it´s on a sandbar in the Caribbean, and you can do many things from out of there, that you will pay throughthe nose for. Caye Caulker is more laid back, and there is more beach, but bad sand flies. Placencia is pretty somnambulent, but maybe you like that. These are scuba diving places more than anything else.

Costa Rica´s food DOES blow. It IS expensive, and it is getting ridiculous there. Also, San Jose is not very pretty. You can climb a volcanoe and learn to surf. There is diving, but´s worthless, in my opinion. You can easily keep yourself occupied for two weeks though.

Jaco has a McDonalds. I use this as a benchmark of how unininteresting a small town is. Also, it has a bar called the Beatle Bar which I will bet has more hookers in that any other single place in all of Central America. The hookers outnumber the patrons three to one. Puerto Viejo is all right for parties. The diving sucks. There is no surf, and the town is dull. The beach really is beautiful though. Quepos is near Manuel Antonio park. The beach is gorgeous. The park is great. There are canopy tours. There are smaller towns near it where you can stay and learn to surf.

All in all. I would go with Mexico.

Good luck out there.
