Ive been told that your not allowed to camp willy nilly and must be on a camp ground, but what about these?

The above is a photo of two campers setting up away front the campsite at Lake Louise, is this allowed? Anyone been? I would preffer to do this to cut down on costs!

ALSO

Do i have to pay for every day i am in the national park? The 'daily' enterance fee is $9.80 CAD, so if i stayed 30 days it would be $9.80 X 30...it just seems alot! (source - http://www.banffnationalpark.com/visitors-information/)
