Darren,
I am going to vote for Boracay out your 3 choices. I have been there and Cebu. Moalboal Cebu was good diving, but very little nightlife. Did not go to Palawan, but a friend here in Vegas did and said it was good diving, not much nightlife. Boracay has both. You might also take a look at Puerto Galera. Good diving/beaches and enough nightlife to keep you entertained. Good luck.

I wouldn't pass up on Manila, it's worth a few days at least and probably a good idea to spend your last night there before you head for home.

I like the Ermita area of Manila. There are some decent bars there and a good variety of hotels in different price ranges.

Here is a link to a popular bar that has good food and frequent (daily) drink specials and other information. They have a band in the evening too! This bar can also book a room for you at a discount and you don't have to use a credit card either.
G Point. They have another bar in Tagatay too!

As a point of reference, the Ermita area is between the Robinson Mall and Roxas Boulevard.

Some backpackers/travelers fly out of Clark Airfield (near Angeles City.) Often they think this is real close to Manila - it isn't! It is at least 2 hours by bus, high traffic maybe more. One trip to that area took over 4 hours by bus, it was late November. Bus ride is cheap probably around 150 pisos. Taxi service is not cheap, especially when going from that airport back to Manila. The local bus station is in Dau, just outside the main gate of the airport. (Huge SM Mall just outside the Clark main gate.)

Angeles City is the main town next to Clark Airport. There is a strip of bars and hotels with lots of expats. Some travelers with early flights leaving from Clark spend the night in Angeles City to make it easier. Good bar for food and information similar to the G-point is the Margarita Station.

If you need hotel recommendations for Manila or even Angeles include your price range to narrow down the choices.

Good luck.

well.. yes you can opt to go to Boracay or in Bohol... you may also want to check out Puerto Galera and Puerto Princesa or El Nido (Palawan)..

Caramoan is also a new beach destination that is making a name lately and it is in the same province where Cable Wakeboarding is (in Camarines Sur)... and there is also Pagudpod which is dubbed as the Boracay of north and is located in the province of Ilocos Norte..

I've only been to Boracay, Bohol, Cebu, Puerto Galera and Puerto Princesa.. I've got a blog about some of them in my PauTravels blog.. :D
